Concreting project on P76.3M road in Baliguian breaks ground

BALIGUIAN, Zamboanga del Norte/01 December 2015 by Remai Alejado—The road concreting project under the Philippine Rural Development Project (PRDP) here is set to start, as it broke ground on November 24.

The ground breaking ceremony signaled the start of the P76.3Million road concreting sub-project  of the Junction intersecting the National Highway-Mamawan-Diculum-Milidan Farm-to-Market-Road.

“It is a dream come true to the people of Baliguian,” Baliguian Vice Mayor Gali Esmali said, as he welcomed visitors and constituents from the five communities directly benefiting the sub-project.

VM Esmali, who was the Municipal Mayor when they proposed this subproject under the defunct Mindanao Rural Development Program (MRDP) said, “The Philippine Rural Development Project of the Department of Agriculture has made this a reality. For three years we had waited for this.”

PRDP 9’s I-BUILD Component Head Juanito Taripe, Jr., representing DA Regional Director Constancio Alama, affirmed VM Esmali’s message, saying that once DA through the PRDP assured the funds,  and requirements are met, funds would be available as committed.

Vice Mayor Esmali declared that PRDP has given the biggest project in Baliguian and proudly claimed that throughout Zamboanga del Norte, Baliguian is the first and only municipality to have been granted this big subproject as it costs more than P76 Million.  More than 16,000 hectares are the FMR’s direct influence area with 9,702 project beneficiaries, majority among whom are indigenous people belonging to Subanen and Lalibugan tribes.

He likewise thanked Governor Roberto Uy for acceding the Provincial Development Council‘s endorsement for its approval to World Bank for fund release and even added P3M equity for the subproject.  For infrastructure subprojects, World Bank funds 80% of the total cost, DA funds 10% and the other 10% is LGU’s equity.

Based on the program of works, the 6.5 kilometer road concreting includes construction of spillways to be completed in 400 calendar days.  This will be undertaken by a joint venture of JD Construction, River Concrete Construction and Development Corporation and Long Island Builders and Construction.

Engr. Taripe, meanwhile, asked the support from officials in five barangays (Mamawan, Diculom, Milidan, Tamao and Malinao) directly benefiting from the subproject to ensure a hassle-free implementation.

Diculom Punong Barangay Irene Sawna who has been a resident since 1977, expressed relief that at last their trouble of re-gravelling their barangay road every after heavy rainfall will finally be over now that it will be concreted through PRDP.

Three kilometers of the 6.5 km stretch are all on a critical slope which, according to Taripe, during its validation,  saw the dismal situation of the people in the lower barangays to pass through the steep and rough farm-to-market road, or FMR.

For Mayor Albina Esmali, the ground breaking ceremony was the start of the answer to all their sacrifices.  “Ania na ang sinugdanan sa gipangandoy natong kaayuhan.   Pinaagi sa tabang sa Ginoo, maayo gyud nga naa ang panaghiusa kay ang lisud mahimong sayon. Hupngon ta ang gugma nga maoy pundasyon sa kalinaw ug aron makab-ot ang kalambuan,” the lady mayor said as she delivered her message in the Subanen language to her constituents.

For Zamboanga del Norte, Baliguian is the first to implement full concreting of FMR.  Tampilisan town may follow soon as the next beneficiary in the rehabilitation/concreting of Galingon-Balacbaan-Cabong-Tilubong FMR covering 14.38 kilometers with an estimated project cost of more or less P188 Million.

Taripe added that another huge PRDP infrastructure subproject will also be the rehabilitation and concreting of Kalawit and Labason FMRs which traverses six barangays, reaching not less than 32 kilometers.  The estimated total project cost of this subproject is P462 Million, the biggest so far all throughout the country.
